Introduction: The phenomenon of retirement in Iran faces two fundamental challenges: the "aging tsunami" and the "quiet exodus of knowledge capital." The main research question of this study is: "What are the most significant challenges organizations face in utilizing the capacity and experience of retirees, and what practical solutions exist to effectively address these challenges?"
Method: This qualitative study, employing thematic analysis, aimed to identify the challenges of managing retirees' knowledge and to propose a local strategic model. Data were collected through semi-structured interviews with 15 retired experts in the field of education and training, and analyzed using the six-step process outlined by Clarke and Braun (2006).
Findings: The findings revealed challenges at three levels. At the micro level, these include resistance to knowledge sharing, the generational gap, and the non-codifiable nature of tacit knowledge. At the meso level, challenges consist of the lack of an integrated knowledge management system, weak knowledge transfer methods, and an ineffective incentive system. At the macro level, obstacles involve legal barriers, budgetary constraints, and a lack of policy support. Proposed solutions to these challenges include cultural development at the micro level; structural development at the meso level through establishing an "Office of Lifecycle Knowledge Management" and "intergenerational apprenticeship programs"; and, finally, legal advocacy at the macro level by drafting "standard knowledge transfer contracts" and creating a "National Network of Knowledge Managers."
Discussion: Theoretically, this study extends the Nonaka and Takeuchi (1996) model within a local context. Practically, it provides an operational roadmap for organizations and policymakers. The simultaneous implementation of these strategies can prevent the loss of knowledge capital and transform retirees into "active assets."
