Introduction: In recent decades, the evaluation of child welfare systems through predefined indicators has received significant attention due to the importance of managing available services and resources, ensuring the effectiveness and efficiency of these services, and ensuring fair access to child welfare services.  Hence, this study sought to define and categorize the evaluation indicators of the child welfare system in Iran.
Methods: In this study, the first step was to define an initial set of child welfare indicators using international and national resources. Then their content validity was assessed from the experts’ points of view after calculating the checklist’s inter-rater agreement (IRA).
Findings: The findings of the study include 215 indicators in four categories of input (74 items in domains such as financial and human resources), process (17 items in domains such as delivering services based on standards), output (53 items in domains of service coverage and service user satisfaction), and outcome (71 items in domains such as public awareness about child maltreatment, empowerment of family of at-risk children, and empowerment of young people in support of child protection services) for evaluating the child welfare system.
Conclusions: The findings of this study, apart from providing a comprehensive analysis of the current situation, can lead states to improve the effectiveness of services, enhance service users' satisfaction, increase the accountability of service providers, and thus improve the well-being of Iranian children.
