From many thousands years ago, there has been an argumentative, opposite or different definition and classification about drugs and medicines which have been effective on the brain and the psyche, and also many varieties of definitions of use, abuse, addiction, psychoactive, psychomimetic, psychodelics… among peoples around the world. The most important reason for all may be not only the effect of the drugs on the persons, but also its deteriorative and dangerous effect to his family and to the society over all. This article considers to describe psychiatric definition, difference and similarity between use and abuse of the drugs, and putting aside this matter try to explain and clarify the reasons of three important groups which are effective on the laws and legislative rules about drugs: the prohibitionists, the legalizationists, and the libertarians.
