fa کودکان خیابانی ایران و رویکردهای دولتی رفاه اجتماعی اصیل orginal <p>طرح بحث: حضور کودکان در خیابان و ظهور پدیده کودکان خیابانی در بسیاری از کشورهای جهان به ویژه در کشورهای در حال توسعه، من‌جمله ایران، امروزه بخشی از معضلات و مشکلات جدی این جوامع را تشکیل می‌دهند. روش تحقیق: در این مقاله تلاش شده است تا ضمن مروری بر مفاهیم و رویکردهای بین‌المللی, برنامه‌های دولتی ارایه شده در سیستم دولتی برای کودکان خیابانی مورد بررسی قرار گرفته و ارزشیابی مشخصی از سیاست‌های رسمی درخصوص کودکان خیابانی به عمل آید. یافته‌ها: یافته‌های این بررسی از یک‌سو نشان از گرایش به تغییر در سیاست‌های دولتی در خصوص کودکان خیابانی, از جمع‌آوری به سوی جذب کودکان به مراکز و تفکیک کودکان کار خیابانی از کودکان خیابان داشته، و از سوی دیگر حکایت از عدم توجه به علل زمینه‌ای, ادامه فعالیت سیستم جمع‌آوری, ضعف سیستم دولتی در جلب اعتماد کودکان برای جذب به مراکز, ضعف در ارائه خدمات به کودکان کار خیابانی و پیگیری وضعیت کودکان پس از ترخیص از مراکز دارد. نتیجه: کاهش مشکل کودکان خیابانی نیازمند برنامه‌های معطوف به کاهش علل موجد این پدیده, ارزیابی برنامه‌های موجود و ارتقاء آنهاست.</p> <p>Objective: Street children problem is one of the most serious issues of underdeveloped communities in the world such as Iran, nowadays. Method: This paper tries to review international concepts, approaches and Iranian governmental programs for street children and presents a definite evaluation of official policies regarding street children in Iran at the same time. Findings: This evaluation shows tendency of change in governmental policies for street children from gathering toward attracting them to the supportive centers and separating the working street children from the children of the street in one hand, and a little attention to basic reasons of the problem, weakness in holding children’s trust to governmental centers, poor services and weak following up of children’s situation after discharging of the centers.
