Higher education western theorists, explain development of higher education with use of massification of higher education concept. Increasing of people participation in academic education after world war II have resulted to quantitative changes in knowledge production and transfer system. Therefore we encounter with an “even higher education development” at theses countries. In this paper we study the qualitative characteristics of our higher education system with conceptual reference to massification of higher education. Finding of this article show that development of higher education in Iran is not consistent with a pattern of socially distriduted higher education development. This fact explains the elits immigration. Final section of thkis article proposes some strategies for linking higher education with social-economical development of this country.
