fa نارسایی‌های گفتمانی حمایت اجتماعی در ایران رفاه اجتماعی اصیل orginal <span style="line-height:2;"><span style="font-size:14px;"><span style="font-family:Tahoma;"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" times=""><b><span b="" lang="AR-SA" lotus="">مقدمه: </span></b><span lang="FA"><span b="" zar=""><span style="color:black">نحوه مفصل‌بندی مفاهیم مرتبط با رفاه اجتماعی در دو دهه اخیر در ایران به نحوی بوده است که به تقلیل مفهوم حمایت اجتماعی منتهی شده است و این فهم خاص از حمایت‌های اجتماعی به حائلی گفتمانی در برابر فهم تغییرات گفتمان حمایت اجتماعی بین‌المللی ایجاد کرده است. مسئله اصلی این پژوهش، پی بردن به چیستی و چرایی غلبه این فهم خاص از مفهوم حمایت اجتماعی است.</span></span></span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" times=""><b><span b="" lang="AR-SA" lotus="">روش:</span></b> <span lang="FA"><span b="" zar=""><span style="color:black">روش پژوهش حاضر، روش کیفی است و از تحلیل گفتمان انتقادی فرکلاف به عنوان روش محوری&nbsp; تحلیل داده‌ها بهره می‌برد. پژوهش به دو بخش قابل تفکیک است که در بخش نخست پژوهش برای پی بردن به سیطره گفتمان غالب، از مصاحبه کتبی و شفاهی استفاده شده است و در بخش تحلیل گفتمان، گردآوری اسناد و مصاحبه با افراد کلیدی و سرانجام تحلیل محتوای کیفی به کار گرفته شده است</span></span></span><span dir="LTR"><span calibri=""><span style="color:black">.</span></span></span><span lang="FA"><span b="" zar=""><span style="color:black"></span></span></span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" times=""><b><span lang="FA"><span b="" zar=""><span style="color:black">یافته‌ها:</span></span></span></b><span lang="FA"><span b="" zar=""><span style="color:black"> گفتمان مستقر در ایران، ازطریق مراحل چهارگانه فرکلاف (2012) مورد بررسی قرار گرفته‌اند؛ در مرحله اول، بر نادرستی مفهومی پیرامون &laquo;حمایت اجتماعی&raquo; و با همسان‌پنداری آن با مساعدت اجتماعی تمرکز شده است؛ سپس موانع پنهان ماندن موضوع مذکور شناسایی شده است و نقش قانون ساختار نظام جامع رفاه و تامین اجتماعی و انتشارات صندوق‌های بازنشستگی در این زمینه پرداخته شده است؛ در مرحله سوم، به مواردی که سبب کاکرد گفتمان مذکور برای انتظام اجتماعی شده است توجه شده است و در نهایت کوشش برای تغییر در گفتمان در دستور کار قرار گرفته است.</span></span></span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" times=""><b><span lang="FA"><span b="" zar=""><span style="color:black">بحث:</span></span></span></b><span lang="FA"><span b="" zar=""><span style="color:black"> نتیجه چنین رویکردی برون‌شدن سازمان‌های بیمه‌گر از قلمرو مفهومی حمایت اجتماعی و نادیده گرفتن گفتمان مهم و نوپدید بین‌المللی حمایت اجتماعی در دو دهه اخیر بوده است. پژوهش حاضر کوشیده است با شناسایی عوامل انتظام‌بخش گفتمان مسلط در حوزه رفاه، زمینه گذار از آن را فراهم کند.</span></span></span></span></span></span></span></span></span> <span style="font-size:14px;"><span style="font-family:Tahoma;"><span style="line-height:107%"><span calibri=""><b><span new="" roman="" times="">Introduction:</span></b> <span new="" roman="" times="">Over the past two decades in Iran, the articulation of concepts related to social welfare has led to a reduction in the concept of social protection. This specific understanding of social protection has created a discursive barrier to comprehending changes in the international discourse on social protection. The main issue addressed in this research is understanding the nature and reasons behind the dominance of this particular interpretation of social protection.</span></span></span><br> <span style="line-height:107%"><span calibri=""><b><span new="" roman="" times="">Method: </span></b><span new="" roman="" times="">This study employs a qualitative research method, utilizing Fairclough&#39;s critical discourse analysis as the central technique for data analysis. The research is divided into two main sections. In the first section, written and oral interviews are used to understand the dominance of the prevailing discourse. In the discourse analysis section, document collection, interviews with key individuals, and qualitative content analysis are utilized.</span></span></span><br> <span style="line-height:107%"><span calibri=""><b><span new="" roman="" times="">Findings:</span></b> <span new="" roman="" times="">The established discourse in Iran is examined through Fairclough&rsquo;s four stages (2012). The first stage focuses on the conceptual misinterpretation of &quot;social protection,&quot; equating it with social assistance. Subsequently, the hidden barriers to addressing this issue are identified, and the roles of the Comprehensive Social Welfare System Law and publications by pension funds are discussed. The third stage examines the factors contributing to the functionality of this discourse for social regulation. Finally, efforts to change the discourse are considered.</span></span></span><br> <span style="line-height:107%"><span calibri=""><b><span new="" roman="" times="">Discussion:</span></b><span new="" roman="" times=""> This approach has resulted in insurance organizations being excluded from the conceptual realm of social protection and the disregard of important emerging international social protection discourse over the past two decades.
