fa کانون اصلاح و تربیت در ایران: تحلیل وضعیت موجود و ترسیم وضعیت مطلوب Correctional and education center in Iran: analysis of the current situation and design of the desired situation آسیبهای اجتماعی اصیل orginal <div style="text-align: justify;">مقدمه: کودکان و نوجوانان می‌توانند «سفیر سلامت افراد یک جامعه باشند». چنانچه براساس شرایط و مسائل مختلف عمل معارض با قانون را مرتکب شدند، باید در نحوه رفتار با ایشان مسائل و شرایط خاص نیازهای سنی‌شان را درنظر گرفت. مدیریت کانون‌های اصلاح و تربیت و رفتار با نوجوانانی که در کانون نگهداری می‌شوند در بازپروری و بازگشت ایشان به جامعه و همچنین کاهش ارتکاب جرم نقش موثری دارند.  هدف پژوهش حاضر، شناسایی مهمترین مشکلات و چالش‌های موجود در مدیریت و نحوه رفتار با کودکان و نوجوانان کانون اصلاح و تربیت ایران و ارائه راهکارهایی برای دستیابی به وضعیت مطلوب است. روش‌: پژوهش در دو مرحله با رویکرد کیفی و روش تحلیل محتوای کیفی انجام شد. در مرحله اول برای شناسایی وضعیت مطلوب استانداردهای بین‌المللی و قوانین، دستورالعمل‌ها و استانداردهای داخلی تحلیل محتوای کیفی شناسایی شده‌اند، همچنین یک مدل برتر بین‌المللی (مرکز خدمات جوانان میسوری) شناسایی و تحلیل شد. در مرحله دوم برای تبیین وضعیت موجود پژوهش‌های مرتبط داخلی، مصاحبه‌ها، گزارش‌ها، فیلم‌ها و مستندهای منتشر شده در وب شناسایی و تحلیل محتوای کیفی شده‌اند. یافته‌ها: مقوله‌های کارکنان، تفکیک و طبقه‌بندی، محیط، آموزش، تفریح و سرگرمی، دین، بهداشت و درمان، ارتباط با خانواده و جامعه، موارد انضباطی، بازرسی و شکایت، بازگشت به جامعه، آگاهی و کرامت انسانی از تحلیل محتوای کیفی استانداردهای داخلی و بین‌المللی و تطبیق آنها با یکدیگر شناسایی شدند. 13 ویژگی اصلی مدل مرکز جوانان میسوری، باورها و فلسفه زیربنایی مدل و رویکرد آن شناسایی و ارائه شد. بحث: تطبیق وضعیت مطلوب با وضعیت موجود مشکلات عمده‌ای که در مدیریت کانون‌های اصلاح و تربیت ایران وجود دارد را مشخص نمود. نتایج نشان داد که علاوه بر مشکلاتی که در مدیریت کانون اصلاح و تربیت و رفتار با مددجویان است برخی از مشکلات مربوط به قبل از ورود به کانون و برخی بعد از خروج از کانون است. مهمترین مشکلات موجود در مدیریت کانون اصلاح و تربیت و رفتار با مددجویان همراه با راهکارهای رفع آن ارائه شده است. </div> Introduction: Children and adolescents build the future of a country. When they commit a crime based on circumstances and are kept in a correctional center, their age needs should be taken into account in order to prevent them from committing a crime again. The purpose of the current research is to identify the most important problems and challenges in the management and treatment of children and adolescents in Iran's Correctional Center Method: The research was conducted in two stages with qualitative approach and qualitative content analysis method. In the first stage, to identify the Favorable Status, international standards, guidelines and an international best model (Missouri Youth Service Center) was identified and analyzed. In the second stage, to explain the Current Status, internal related research, interviews, reports, videos and documentaries published on the web have been identified and analyzed. Findings: Categories of employees, separation and classification, environment, education, recreation and entertainment, religion, health and treatment, relationship with family and society, disciplinary cases, inspection and complaint, return to society, awareness and human dignity were identified from the qualitative content analysis of international standards and their compatibility with each other. 13 main characteristics of the Missouri Youth Center model, the beliefs and philosophy underlying the model and its approach were identified and presented. Discussion: Matching the Favorable Status with the Current Status identified the major problems in the management of Iran’s correctional centers. The results showed in addition to the problems in the management of the correctional center and treatment of adolescences, some of the problems are related to before entering the center and some after leaving the center.
