fa اولویت‌بندی عوامل مرتبط با آینده اشتغال و رفاه اجتماعی در ایران اشتغال روشی 1 method <span style="line-height:2;"><span style="font-size:14px;"><span style="font-family:Tahoma;"><span style="direction:rtl"><span style="unicode-bidi:embed"><span calibri=""><b><span lang="FA"><span 2="" lotus="">مقدمه</span></span></b><span lang="FA"><span 2="" lotus="">: یکی از اهداف اساسی توسعه، دستیابی به رفاه اجتماعی همگانی است</span></span><span dir="LTR">.</span><span lang="FA"><span 2="" lotus=""> وجود رفـاه اجتماعی در هـر جامعه، یکی از مهم‌ترین شـاخصهای توسـعه‌یافتگی آن جامعه و بازتولیدکننده توسـعه آن تلقی می‌شـود. بسترسازی برای ایجاد فضای مناسب کسب‌وکار و اشتغال در هر کشور، یکی از عوامل مهم در ایجاد رشد و رونق اقتصادی و درنهایت افزایش رفاه اقتصادی و اجتماعی مردم است<b>. </b>لذا با عنایت به اهمیتی که اشتغال می‌تواند در تحقق مفهوم رفاه اجتماعی داشته باشد، پژوهش حاضر سعی بر آن دارد که به شناسایی و رتبه‌بندی عوامل و مؤلفه‌های کلیدی اثرگذار بر وضعیت اشتغال و رفاه در کشور بپردازد.</span></span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span calibri=""><b><span lang="FA"><span 2="" lotus="">روش</span></span></b><span lang="FA"><span 2="" lotus="">: در این پژوهش ابتدا به‌منظور شناسایی و تعریف دقیق مؤلفه‌های مؤثر بر اشتغال و رفاه از روش اسنادی و مصاحبه نیمه‌ساختاریافته با خبرگان و متخصصان حوزه اشتغال در وزارت کار، تعاون و رفاه اجتماعی استفاده شده و سپس به‌منظور رتبه‌بندی عوامل از رویکرد سلسله مراتبی (</span></span><span dir="LTR"><span new="" roman="" times="">AHP</span></span><span lang="FA"><span 2="" lotus="">) و نرم‌افزار </span></span><span dir="LTR"><span new="" roman="" times="">Expert Choice</span></span><span lang="FA"><span 2="" lotus=""> استفاده شده است.</span></span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span calibri=""><b><span lang="FA"><span 2="" lotus="">یافته‌ها</span></span></b><span lang="FA"><span 2="" lotus="">: زیرمعیار سرمایه‌گذاری بالاترین اولویت را در وضعیت اشتغال و رفاه اجتماعی در ایران به خود اختصاص داده است و پس‌ازآن به ترتیب زیرمعیارهای سیاست‌گذاری، نظام بانکی، فضای تولید و کسب‌وکار، قوانین و مقررات، سیستم مالیاتی، روابط بین‌الملل، شاخصهای اقتصادی، نظام پرداختها، بیمه و تأمین اجتماعی، عدالت و برابری، نیروی انسانی، فناوریهای داخلی، فرهنگ، فناوریهای خارجی و سیستم آموزشی قرار می‌گیرند.</span></span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span calibri=""><b><span lang="FA"><span 2="" lotus="">بحث</span></span></b><span lang="FA"><span 2="" lotus="">: </span></span><span b="" class="fontstyle01" zar=""><span style="color:black"><span style="font-weight:normal"><span style="font-style:normal"><span lang="AR-SA"><span 2="" lotus="">مهم‌ترین و کلیدی‌ترین عاملی که می‌تواند در اشتغال و </span></span></span></span></span></span><span lang="FA"><span 2="" lotus="">رفاه</span></span> <span lang="FA"><span 2="" lotus="">کشور</span></span><span b="" class="fontstyle01" zar=""><span style="color:black"><span style="font-weight:normal"><span style="font-style:normal"><span lang="AR-SA"><span 2="" lotus=""> اثرگذار باشد، مفهوم سرمایه‌گذاری است. در تئوریهای اقتصادی، سرمایه‌گذاری به‌عنوان موتور محرکه رشد اقتصادی شناخته شده و لازمه نیل به توسعه اقتصادی و اجتماعی و یکی از ارکان بسیار مهم در رشد و توسعه واحدهای تولیدی و بنگاههای اقتصادی است.</span></span></span></span></span></span><b><span lang="AR-SA"><span style="font-family:"2 Lotus""></span></span></b></span></span></span><br> &nbsp;</span></span></span> <span style="font-size:14px;"><span style="font-family:Tahoma;"><span style="line-height:107%"><span calibri=""><b><span style="line-height:107%"><span new="" roman="" times="">Introduction</span></span></b><span style="line-height:107%"><span new="" roman="" times="">: One of the basic goals of development is to achieve universal social welfare and the existence of social welfare in any society is considered as one of the most important characteristics of the development of that society and the reproducer of its development. Laying the groundwork for creating a suitable business and employment environment in any country is one of the important factors in creating economic growth and prosperity and ultimately increasing the economic and social welfare of the people. Therefore, considering the important role that employment can play in realizing the concept of social welfare, in the present study, attempts have been made to identify and rank the key factors and components affecting the employment and social welfare status in Iran.</span></span></span></span><br> <span style="line-height:107%"><span calibri=""><b><span style="line-height:107%"><span new="" roman="" times="">Methods</span></span></b><span style="line-height:107%"><span new="" roman="" times="">: In this study, in order to identify and accurately define the components affecting employment and welfare, the documentary method and semi-structured interviews were conducted with the experts and specialists of the field of employment and welfare working in the Ministry of Cooperatives, Labor, and Social Welfare. Hierarchy factorization (AHP) and Expert Choice software have been used.</span></span></span></span><br> <span style="line-height:107%"><span calibri=""><b><span style="line-height:107%"><span new="" roman="" times="">Findings</span></span></b><span style="line-height:107%"><span new="" roman="" times="">: The results show that the investment sub-criterion with a relative weight of 0.115 has the highest priority, and then the sub-criteria respectively are policy-making, banking system, production, and business environment, laws. Then regulations, tax system, international relations, economic indicators, payment system, insurance and social security, justice and equality, manpower, domestic technologies, culture, foreign technologies, and education system were also the sub-criteria identified in the study.</span></span></span></span><br> <span style="line-height:107%"><span calibri=""><b><span style="line-height:107%"><span new="" roman="" times="">Discussion</span></span></b><span style="line-height:107%"><span new="" roman="" times="">: The most important and key factor that can affect the employment and welfare in the country is the concept of investment.
