fa کاربرد الگوی سام (SAM) در برنامه‌ریزی عدالت و توسعه اجتماعی (نقد برنامه سوم و چشم‌انداز برنامه چهارم) رفاه اجتماعی اصیل orginal <p dir="RTL">اگر در این مقاله خواننده را با الگوی لندن تیف و سپس با الگوی بسط‌یافته لئون تیف، برای شناخت اثر توزیع درآمد آشنا می‌کنیم، برای این است که نشان دهیم چرا الگوی اول و دوم نمی‌توانند به‌طور کامل،‌ روابط اجتماعی- افتصادی را در جامعه به تصویر کشیده و آثار دستکاری در متغیرهای برون‌زا را براین مجموع روابط نشان دهند. زیرا توزیع درآمد و سطح مصرف گروه‌های شغلی و درآمدی متفاوت،‌تحت تاثیر سرمایه‌گذاری دولتی و خصوصی در بخشهای مختلف صادرات و متغیرهای برون‌زای دیگر تغییر می‌یابد و در نتیجه گروههای اجتماعی در سطح های مختلف جابه‌جا می‌شوند.</p> <p dir="RTL">در همه اقتصادهای جهان، شناخت این روابط اهمیت دارند. البته اهمیت اصلی در قلمرو تحلیلهای اقتصاد سیاسی و ساز و کارهای درونی سیستم مشخص می‌شود، اما نتایج بررسی کمی در دستگاهی واحد و درهم تنیده می‌تواند برنامه‌ریزان را به خوبی پشتیبانی کند. البته شایان ذکر است که این بررسی نباید به مثابه راهنمایی تمام‌عیار درنظر گرفته شود،‌ بلکه صرفاً به عنوان پشتیبانی کننده فابل بررسی است. ضمنا نباید در غیاب آمارهای گسترده و قابل اتکا، انتظار بررسی پشتیبانی‌کننده مناسبی را داشت.</p> <p dir="RTL">الگوی موسوم به <span dir="LTR">SAM</span> (الگوی محاسبات اجتماعی) سعی کرده است وظیفه تبدیل الگوی لئون تیف به یک الگوی جامع داده – ستانده‌ای اجتماعی – افتصادی کمی را برعهده بگیرد. این الگو، ریاضیات ماتریسی پیچیده‌ای دارد و علاوه بر آماربر بودن، به نرم‌افزارهای قوی نیازمند است.</p> <p dir="RTL">در این مقاله با معرفی این الگو،‌ کوشش شده است تا تجربه‌های محاسباتی در ایران مرور شود و برای تدوین یک الگوی یاری‌رسان مفید، که در حد انتظار موثر باشد، پیشنهادهای مشخص ارائه کند. با توجه به این نکته که الگوی پیشنهادی، باید با ضرورتهای ساختاری و موجودی آماری و نیازهای برنامه‌ای ایران، منطبق باشد.</p> <p>introduction the Leontief and expanded Leontief Model for income distribution, in this essay is only due to show that they have not enough ability to represent quantitative socio-economic relations . Also in the absence of enough and precise data, he assisting is not complits or reliable .</p> <p>Social Accounting Matrix (Or SAM Model) tries to expand he duty of Leontief system into a comprehensive and quantitative socio-economic input-output system . the complicated mathematical SAM matrix system is quite data intensive and needs strong software&#39s .</p> <p>In the present essay I will introduce he model and its specific proper version for Iran. Also I will summarize, he investigations and applied research have been done for Iran&#39s socio-economic relations.
