fa بررسی سی تکوین اندیشه رنامه‌ریزی و توسعه در ایران (قسمت اول) رفاه اجتماعی اصیل orginal <p dir="RTL">ریشه بحث توسعه را در (در قالب مفاهیم تجدد‌طلبی و نوسازی و اصلاحات در دوران جدید)، باید از زمان جنگهای ایران و روس و دیدگاه‌های دولتمردانی مانند: عباس میرزا و قائم‌مقام فراهانی و سپس دوره صدارت میرزا تقی‌خان امیرکبیر و اصلاحات آن زمان جستجو کنیم. بنابراین اندیشه جدید و آغاز جنبش آزادی‌خواهی،‌ تجدد و پیشرفت و حکومت قانون از آن زمان شکل گرفت و به‌طور کلی سه رویکرد فکری به موازات یکدیگر –گاه با تلفیق و هماهنگی (آغاز جنبش)‌و گاه جدایی و مقابله- پیرامون سه محور فکری و سیاسی به‌وجود آمد:</p> <p dir="RTL">الف: محور فکر تجددطلبی و آزادی‌خواهی و برقراری حکومت مردمی بر مبنای هویت ملی (فرهنگ ملی)</p> <p dir="RTL">ب:محور فکری احیای اسلامی و تشکیل حکومت اسلامی و وحدت ملل اسلامی بر مبنایی نو‌اندیشی دینی</p> <p dir="RTL">چ: محور فکری تلفیق اندیشه‌ها و ارزشهای ملی،‌ دینی و جدید بر مبنای عمل‌گرایی،‌ترقی و نوسازیک</p> <p dir="RTL">مقاله حاضر ضمن بررسی تاریخچه و روند تفکر برنامه‌ریزی در ایران، نقش سه‌محور فکری فوق‌الذکر را در این روند مورد بحث قرار می‌دهد و از خلال آن،‌ جریانهای فکری موثر در برنامه‌ریزی را در ایران توضیح می‌دهد.</p> <p>The development as reconstruction, modification and renewal is originated in war between Iran and Russia and even in the viewpoints of the governments of that time such as Abbass Mirza or Qaem Maqam Farahani who were followed by Amir Kabir and his modifications. So it can be inferred as the source of new thought&#39s and freedom movements.</p> <p>Generally, three approaches came up among these movements alongside each other, whether in the form of a mixture of them or separation between them:</p> <ol> <li align="left" value="NaN">Freedom approach which stood for- modification and democracy according to national culture.</li> <li align="left" value="NaN">Islamic surviving approach which demanded an Islamic government and ::::union:::: according to religious thoughts.</li> <li align="left" value="NaN">Mixed approach which relied on all religious and national thoughts and values and claimed scientific, developing viewpoint.</li> </ol> <p>This article will go through the details of the history and the root of programing in Iran and discuss the three approaches mentioned above.
