fa دکترای روانشناسی، عضو هیات علمی دانشگاه آزاد اسلامی واحد خوراسگان رفاه اجتماعی اصیل orginal <p dir="RTL">زمانی که یک آسیب یا مساله اجتماعی از نظر کمی و کیفی به نقطه ای برسد که سیستم موجود قابلیت و توانایی کنترل آن را از دست بدهد و یا ظرفیت کاهش آن را نداشته باشد، یک بحران اجتماعی ظهور می یابد. در نتیجه وضعیتی پیش می آید که طی آن سیر حوادث مختل می شود.</p> <p dir="RTL">با توجه به وقت گیر و پرهزینه بودن مدیریت بحران های اجتماعی، نهادهای دولتی می توانند نقش بسیار مهمی در سیاست گذاری و مدیریت بحران ها ایفا نمایند و یا آسیب ها و مشکلات اجتماعی موثر در بروز بحران را شناسایی و کنترل کنند.</p> <p dir="RTL">از این رو ارزیابی جایگاه این نهادها در پرتو قوانین و مقررات جاری ایران، ضروری به نظر می آید و در این مقاله سعی نگارنده معطوف این نوع بررسی است.</p> <p class="Bodytext20" style="margin-top:0cm;background:transparent">When a social pathology or social problem, quantatively and qualitatively, reaches a point that the system loses its capability of reducing and controlling them, symp&shy;toms of a social crisis appear, which disorders the natural course of events.<!--stripped--><!--stripped--></p> <p class="Bodytext20" style="margin-top:0cm;margin-right:0cm;margin-bottom:11.8pt; margin-left:0cm;background:transparent">Since the management of social crises takes up much time and involves a lot of expenses, governmental organizations play on important role in policy - making and managing these crises and their points.
