fa اقتصادِ بدآمدهای جمعی (با نگاه به زلزله بم) رفاه اجتماعی اصیل orginal <p dir="RTL">همانند یک کوه یخ فقط قسمت مختصری هزینه‌های اقتصادی و اجتماعی زلزله از آن نمایان است، و بخش‌های ناپیدای آن مخاطرات و تأثیرات پیش‌بینی نشده و بسیار زیان‌آوری دارد. این هزینه‌ها شامل از کار افتادن موتور فعالیت‌های محوری اقتصاد، خسارت‌های انسانی و اجتماعی وارد آمده، بی‌کاری و جز آن است که به خسارت‌ها و آسیب‌های اجتماعی و انسانی بعدی منجر می‌شود. شمار تلفات، زخمی‌ها و معلولان، قسمت‌های بیرونی کوه یخ‌اند که البته می‌توانند چهره وخیم خسارت‌های انسانی و خسارت‌های آتی را نشان دهند، اما خود آن‌ها نیستند.</p> <p><span dir="RTL">در ایران زلزله یک پدیده قطعی است که برای مقابله با آن باید از طریق سازوکارهای اقتصادی و برنامه‌ها و تدوین راه‌بردهای و راه‌کارها اقدام کرد. خسارت‌های عمیق زلزله بم، که از بلاخیزترین زلزله‌های جهان و بدترین زلزله‌های ایران بود روبه‌ فزونی‌اند و این بیش‌تر شامل فقر و بی‌کاری و مسائل اجتماعی می‌شود، اما تدبیرها هنوز مقطعی، ناسنجیده و ناکارآمدند. کار بازسازی در حوزه‌های کالبدی، نه در قلمروی اجتماعی و اقتصادی، مطالعه می‌شود. نظرسنجی مردمی و تلفیق آن با دیدگاه کارشناسی مستقل و ورزیده صورت نگرفته است. اولویت‌بندی برحسب طبقه‌بندی هزینه‌های زلزله هرگز مشخص نشده است. با آن که مشکل منابع مالی وجود ندارد اما مشکل مدیریت بحران، برنامه‌ریزی، تدوین راهبرد، تدوین راه‌کار و تخصیص منابع به گونه‌ای کارآمد و سالم کاملاً جدی و مشکل‌ساز است.</span></p> <p>Like an iceberg, only a small part of the socio-economic costs of an earthquake disaster is visible. The hidden parts of this iceberg entail more risks and unpredictable and injurious effect. These can&#39t include the collapse of the engeen of vitual economics activities various human and social damages and unemployment, that culminate in various social deviation and other subsequent damages. Number of casualties wounded and handicaps show only the apparent part of iceberg, showing serious part of disaster and can result in more cost but are not all of them. Outbreak of earthquake in Iran is decisive and using the economic mechanism and instrument as well as planning, strategies and approaches are necessary for confronting such a disaster. Hard and deep damages of the Bam earthquake, that was one of the most misfortunes in Iran and the word that mostly includes poverty unemployment and social problem are increasing, whereas policies and expedients, are all dispressd, non-deliberated and insufficient.</p> <p>Reconstruction in Bam is exclusively considered as a physical work rather than a socio-economic issue. The opinion and willing of the survivors neither taken into consideration nor merged with expert opinion.
