fa منشور مددکاری اجتماعی برای بلایای طبیعی (با نگاهی به زلزله بم) رفاه اجتماعی اصیل orginal <p dir="RTL">مطالعه زلزله‌های گذشته ایران و بروز فاجعه‌های انسانی و مسائل اجتماعی ناشی از آن گویان این حقیقت تلخ است که تجارب هیچ یک از زلزلهای دلخراش گذشته راه‌گشای برنامه‌ریزی منسجمی برای کاهش عوارض اجتماعی بعدی نبوده است و هربار به هنگام فاجعه ای مهیب، جامعه به هیاهویی همراه با اقدامهای شتاب زده و کم‌حاصل دچار می‌شود که گویی نخستین بار است که دچار فاجعه می‌شود. تنها کافی است به گزارش دکتر ژاله شادی‌طلب با عنوان &laquo;تجربه زلزله رودبار- منجیل&raquo; مراجعه شود.(شادی طلب، 1370).</p> <p dir="RTL">این مقاله براساس مشاهدات روزهای نخست فاجعه و مصاحبه با زلزله‌زدگان پنجم دی‌ماه 1382 بم تنظیم شده است و در پی توصیف فرایندهای اجتماعی پس از فاجعه و شیوه عملی سازمانهای امدادگر است. همچنین وصف وضعیت دشوار پس از بروز زلزله که ناشی از نبود برنامه های منظم کمک‌رسانی است.</p> <p dir="RTL">در این فاجعه نیز به رغم شکل گیری نوعی انسجام ملی موقت، به‌سبب ضعف در مدیریت بحران و عدم طرح برنامه هماهنگ و منسجم از سوی سازمانهای امدادگر و توزیع نامناسب و غیرآبرومندانه کالا و آذوقه، همچنین تبعیض آشکار در تأمین نیازهای اولیه بازماندگان آنچه خسارت دید &laquo;سرمایه اجتماعی&raquo; بود.</p> <p dir="RTL"><span dir="RTL">در بخش آخر مقاله نیز نویسنده با پیشنهاد &laquo;پیش‌نویس منشور مددکاری اجتماعی برای فاجعه های غیرمترقبه، چارچوبی برای اصلاح مدیریت مداخله در بحران پیشنهاد کرده است.&nbsp;</span></p> <p class="Bodytext20" style="margin:0cm;margin-bottom:.0001pt;line-height:normal; background:transparent">The study of previous Earthquakes in iran and humanity and social crises and disorders resulted from them point to this fact that there has been no disaster planning and management based on the previous experiences of different quakes in order to decrerse the social disorders following the disaster.
