fa فقر، محرومیت و شهروندی در ایران رفاه اجتماعی اصیل orginal <p>فقر از مهم‌ترین و فراگیرترین مسائل اقتصادی و اجتماعی عصر حاضر به شمار می‎رود. صاحب‌نظر با رهیافت‌های نظری متفاوت به بررسی این پدیده و ارتباط آن با مسائل مختلف پرداخته‎اند. در این نوشتار تلاش گردیده با مرور مفهومی و نظری ارتباط میان فقر، محرومیت و شهروندی از منظر جامعه‎شناسی بررسی و سپس در بخشی از جامعه ایران مورد آزمون تجربی قرار گیرد. نتایج، ارتباط پیچیده میان فقر، محرومیت و شهروندی را نشان می‎دهد؛ به طوری که محرومیت و فقر در برخی مناطق مانع تحقق شهروندی گردیده است. براساس این ارتباط شهروندی ابزار تئوریکی مناسبی برای تحلیل محدودیت‌های ساختاری خواهد بود که در چارچوب آن افراد - فقرا - انکار نشده و حقوق فردی، مشارکت سیاسی و تحلیل رابطه آن‌ها مورد بررسی قرار می‎گیرد. به بیان دیگر در نگاه به فقر و محرومیت می‎توان شهروندی را به مثابه مفهومی پویا به شمار آورد که در آن هم فرایند و هم نتیجه در ارتباط متقابل و دیالکتیکی قرار گرفته‎اند.</p> <p>Poverty is the most widespread and important socio-economic issue in today&#39s world. Scholars have approached poverty and its relationship with other issues through a number of theoretical perspectives. This article attempts to review the various conceptual and theoretical formulations on the relationship among poverty, deprivation and citizenship from a sociological perspective, and examines them in the Iranian context. Findings indicate a complex relationship among poverty, deprivation and citizenship. In particular, poverty and deprivation have acted as obstacles to the realization of citizenship in some areas. Furthermore, transcending structural limitations, citizenship is found to be an appropriate theoretical tool within people whose frame work .i.e, the poor, are not ignored, their individual rights are upheld, and their participation is ensured.
