fa آسیب‌های مصرف مواد مخدر و ضرورت اصلاحات قانونی رفاه اجتماعی اصیل orginal <p>آن‌چه در دنیای امروز در زمینه اعتیاد به مواد مخدر توجه برانگیز شده، اتخاذ سیاست‌های مبتنی بر کاهش صدمه است که از رهگذر آن، اقدام‌هایی سازمان‌دهی می‌شوند که تا حد ممکن، از وسعت و شدت گرفتن صدمه‌های ناشی از اعتیاد ـ چه در بعد سلامت فردی و چه سلامت جمعی ـ بکاهد. این برنامه‌ها در پی شکست سیاست جنایی عدم مدارا (Zero tolerance)، که سال‌هاست اعمال می‌شود، در کانون توجه قرار گرفته است. در سال‌های اخیر سیاست کاهش آسیب‌های مواد مخدر توجه قانون‌گذار را جلب کرده است. در خصوص سیاست جنایی قضایی ایران در برخورد با آسیب‌ها، می‌توان از یک سیاست پیشرو ـ حتا فراتر از سیاست جنایی تقنینی ـ سخن به میان آورد.</p> <p>Problems related to drug abuse, Particularly with regard to the special situation of Iran, have caused considerable concerns among decision-makers of Iranian criminal policy. This article intends to describe measures taken for elminating these problems and concerns. These measures, on one hand, seek to reach more compliance with international conventions through drafting acts to criminalize money laundering and elimination of problems resulted from changing the drug abuse patterns. On the other hand, they promise to diminish problems related to drug abuse by determining a special system for criminal responsibility of addicts and diversifying responses of the society to crime and delinquency and drug-relate crimes especially through drafting community-based punishments act.
