Introduction: The vicious cycle of poverty and disability is a significant barrier to the full social participation and inclusion of persons with disabilities. To break this cycle, economic empowerment is an undeniable necessity. This study aimed to identify and delineate the key components of economic empowerment for persons with disabilities.
Methods: The research was conducted in two phases. The first phase involved a comprehensive literature review to compile factors and components associated with economic empowerment. In the second phase, a panel of 14 experts in management, rehabilitation, and the empowerment of persons with disabilities were invited to form a Delphi panel. Over three consecutive Delphi rounds, panelists rated the importance of the identified factors, suggested additional factors, and reviewed the proposed organizational framework. Data were analyzed using fuzzy Delphi analysis to identify, rank, and categorize the factors contributing to the economic empowerment of persons with disabilities into components and domains.
Findings: A total of 48 related factors were identified and organized into 12 components across three core domains: 1) The Person with a Disability (components: health, knowledge, skills, attitude, talent), 2) Context and Empowering Environment (components: physical environment, social environment, work environment, accessible resources), and 3) Economic Outcomes (components: employment, social outcomes, economic outcomes).
Discussion: The economic empowerment of persons with disabilities is a process that enhances the three domains of "the person with a disability," "the empowering environment," and "economic outcomes." This integrated advancement enables individuals to gain economic agency and play a more prominent role in their community's economic cycle.
